The data elements

TEA's FAQ (updated Jun 17, 2026) lists these:

ElementWhat it isTWEDS reference
Instructional setting codeReported in 2026–27 only (last year collected)E0173 (code table C035)
Tier of intensity1–8, from 2026–27 onE3153 (code table C371)
Service group1–3 and/or 4–5, if eligibleE3159 (code table C373)
Minutes in special education settingAverage minutes per day in a special education classroom or setting, with begin and end datesE3162, E3163, E3164

Educational environment is a federal reporting element. The adopted rule, 19 TAC §89.1005(b), still says placement decisions are reported as an educational environment effective September 1, 2026, but TEA's May 28, 2026 letter delays PEIMS collection to 2027–28. Check with TEA before relying on either date.

Getting the minutes element right

  • It is not total special education service minutes. It's the average minutes per day the student spends in a special education classroom or setting, as set by the ARD committee.
  • It's the numerator in TEA's regular program offset. The campus's instructional minutes per day is the denominator.
  • Four-day weeks: average across the four instructional days. Mixed calendars: use the calendar for most of the year.
  • Work out the minutes from the ARD committee's decisions in the IEP, using TEA's FAQ 4.4.

A practical checklist

  1. Confirm your student information system vendor has the new elements available. TEA notified vendors in the Dec 1, 2025 data standards, and data can't be published to TEA until the 2026–27 IODS opens (Aug 3, 2026).
  2. Decide who reviews each IEP. TEA doesn't name a specific role, but the person should know the student's services and the district's service model.
  3. After each ARD that changes services, update the tier, service groups and minutes with new begin dates, and end-date the old values.
  4. Use TEA's framework and FAQ every time. TEA asks reviewers to read the domain descriptions each time they rate an IEP.
  5. Send PEIMS questions to TEA through a TIMS ticket or TSDSCustomerSupport@tea.texas.gov.
