The 2026–27 dual reporting year, explained

- Before any student data: your district signs the TX-NDPA. Student data will be loaded only after that.
- Where data goes: we will host on AWS in the US, with encryption. Student data will never be sold or used for advertising.
- IEPs are education records under FERPA. Under your district's signed TX-NDPA, records will stay under your district's direct control.
- How we handle data
Why there are two sets of data this year
To set weights and dollar amounts for the new model, TEA needs a full year of both systems side by side. So for 2026–27 only, districts report special education participation two ways in PEIMS:
- The prior-law instructional arrangement/setting code, as in past years.
- The new service intensity data: tier of intensity, any service groups, and average minutes per instructional day in a special education setting.
Instructional arrangement codes stop being collected starting in 2027–28.
What TEA asked for, and when
TEA's FAQ (updated Jun 17, 2026) sets these steps:
- 1st six-weeks attendance submission, due Oct 8, 2026: review the IEPs in place on the first day of school for at least 50% of students receiving special education services, and enter the tier, service groups and minutes.
- 2nd six-weeks attendance submission, due Dec 3, 2026: report the remaining students. By this submission, eligible days present are reported for both the instructional arrangement and the tier, for every eligible student.
- Later six-weeks: Jan 28, Mar 18 and May 13, 2027. The sixth six-weeks is the PEIMS Summer first submission, due Jun 17, 2027.
- Corrections can be made in the PEIMS Summer Submission (June) and Summer Resubmission (July) 2027.
Note: TEA's Apr 16 letter first said every student by the first submission. TEA's May 28, 2026 letter replaced that with the 50% threshold for October and the rest for December, and the FAQ (updated Jun 17, 2026) repeats it.
Begin and end dates
Values start with a begin date of the first day of school. They stay in place until an IEP revision changes the student's specially designed instruction in a way that affects them. Then the old value gets an end date and the new value gets a begin date, for both the instructional arrangement code and the intensity data.
Funding during the transition
TEA flows funds during 2026–27 using planning estimates. At settle-up, TEA says each district will get at least the special education funding (relative to the regular program offset) it would have earned under the prior system, for this year only. Final tier weights and service group amounts come at near-final settle-up in September 2027, based on PEIMS Summer Submission data.
